I've found that if I mass email my membership base about a contest, like two winners that get $10 in PayPal if their name is picked ... and if you keep it simple like you just have to post in the thread or answer a question any way you like ... they come out of the wood work. I get dozens that show up on my site that (unfortunately) don't stick around but just log in to post in that thread. Some do stick around a bit, which makes it worth it but most do not. Then, months later, on a new contest like that, the same ones come out of the woodwork.
But it does get posting up so I thought I would mention it.
