Obviously having PhotoShop or one of those programs is best, but if you dont you can use on of the MANY online resizing sites like these -

Or you can download Irfanview for free. Great for resizing images as well as doing some basic photo editing.

Or, you can have your forum software automatically resize pictures so they will fit in the post area.

vBulletin does it and I am sure there are options or add-ons for other software packages as well.
